Community Development Block Grant Program
June 23, 2010
The City of Elk Grove is now accepting proposals for Homeless Services as a part of the Community Development Block Grant (CDBG) Program for the 2010-2011 Fiscal Year. Proposals must address services for currently homeless persons as well as those at risk of homelessness including but not limited to: counseling and referral services, housing placement, and/or motel vouchers. The City encourages proposers to partner with other agencies to provide a full spectrum of services to homeless persons and families.
If you are interested in submitting a proposal for consideration, you must complete the
Application and submit it with all the required documentation by July 23, 2010 at 5:00 p.m.

2009-2010 CDBG Action Plan Amendment
The CDBG Action Plan includes proposed activities and budgets for FY 2009-10 and serves as an application to HUD for CDBG funds. The CDBG program is expected to make available approximately $627,000 in 2009-10. The Action Plan was adopted in May 2009. Public comment on the proposed amendment will be taken until November 18, 2009, when a public hearing will be held for the adoption of the Action Plan amendment by the City Council. 2008-2009 CDBG-R Action Plan Substantive Amendment
The City has been awarded CDBG-R funding, a special allocation of CDBG funds under the American Recovery and Reinvestment Act. Below is some information on how the City plans to spend its funds.

Community Development Block Grant (CDBG) General Information
The City of Elk Grove became an entitlement jurisdiction in 2003 and will receive federal Community Development Block Grant (CDBG) funds directly from the U.S. Department of Housing and Urban Development. The United States Congress established the Community Development Block Grant (CDBG) Program in 1974. The national objectives of the program, administered nationally by the U.S. Department of Housing and Urban Development (HUD) are to:
- provide decent housing,
- create a suitable living environment, and
- expand economic opportunities principally for low and moderate income people.
In order to receive these funds, the City must prepare Consolidated Plan documents, which are reviewed by HUD. The Consolidated Plan documents include:
- Consolidated Plan
- Annual Action Plan
- Consolidated Annual Performance Evaluation Report (CAPER)
- Citizen Participation Plan
- Analysis of Impediments to Fair Housing Choice (AI)
The City may also receive additional federal funds for affordable housing projects through Sacramento County, which receives HOME Investment Partnership Act funds from HUD. The County’s program is administered locally by the Sacramento Housing and Redevelopment Agency
The Consolidated Plan is the guiding document for the City’s Community Development Block Grant Program. The Consolidated Plan is typically a five-year plan designed to identify and address the needs of individuals and households that earn less than 80 percent of the area median income (AMI). This group is referred to as the target income group in Consolidated Plan documents. The Plan is also designed to address the needs of areas in Elk Grove, where there is a higher concentration of target income households. These areas are referred to as CDBG Target Areas. The Consolidated Plan is the guiding document for the City’s Community Development Block Grant Program.

The Action Plan is an annual plan, which implements the Consolidated Plan each year. It identifies how CDBG funds will be used that year and how those uses correspond to the overall the objectives in the Consolidated Plan.

Citizen Participation Plan:
The City of Elk Grove encourages citizen participation. The Citizen Participation Plan identifies the City’s efforts and policies designed to involve residents, special needs groups, service providers, and especially target income residents in the CBDG program and the development of Consolidated Plan documents.

Analysis of Impediments to Fair Housing Choice (AI):
As a recipient of HOME funds from Sacramento County, the City is included in the County’s AI. The AI analyzes actual and potential constraints to equal access to housing for all County residents and proposes
Neighborhood Stabilization Program
The City will receive about $2.4 million for programs that help address foreclosed and abandoned properties. Click here to read more about planned activities. The City currently has funding for a downpayment assistance program and an acquisition/rehab program.
On November 12, 2008, the Council approved the NSP Plan (also know as the NSP Substantial Amendment). The Plan was approved by HUD on January 15, 2009.

Reporting Progress
Recipients of NSP funds are required to report specified information to the Department of Housing and Urban Development (HUD) 30 days after the end of each calendar quarter through the Disaster Recovery Grant Reporting System (DRGR). This includes, but is not limited to a detailed list of all projects and activities for which funds were obligated or expended, an evaluation of the completion status of the project or activity, and an estimate of the number of jobs created or retained.
